To revive Tendokai, Okita (Yasukaze Motomiya) and Kurata (Yoshiyuki Yamaguchi) form the Washio-gumi, recruiting former members like Murata (Shunsaku Kudo) and Yagi (Yudai Uenishi). They are warned by retired Kozo Otani (Shun Suda) about an impending police raid on their organization. Despite Kurata's questioning, Otani remains vague.
