In the first year of the Republic of China, the warlords were in power, the situation was turbulent, and all the forces were eager to move, and Jin Sansheng, the big bully of Tongcheng, colluded with the officials and businessmen, and greatly enriched and oppressed the people. At the same time, a mysterious group of righteous people sneaked into Tongcheng, in order to find the "treasure map" to change the fate of the country. After a lot of difficulties, they rob the rich and help the poor, and start a fierce struggle with Jin Sansheng.
