A drug deal within Anzai-gumi's territory sparks conflict with the Otsuru Family, leading to the death of the group's secretary, Daimura (Toshiyuki Nagashima). Driven by vengeance, the Daimura-gumi is determined to retaliate. Their lieutenant, Kawabe (Yoshiyuki Yamaguchi), captures and tortures a member of the Otsuru Family, uncovering that the mastermind behind the chaos is Higashio (Eiichi Furui), Anzai-gumi’s underboss. Enraged, Kawabe prepares for revenge. However, war has already begun. Otsuru Family attacks claim the lives of many young Anzai-gumi members.
