The Tenma-kai, a Kansai yakuza organization, has been eagerly eyeing an expansion into Kanto, breaking the long-standing agreement between the two regions. In this crisis, Takeda (Nishioka Tokuma), the leader of the Takeda Family, proposes uniting the Kanto yakuza under a single alliance to block the Tenma-kai's incursion. While many groups quickly agree to the plan, the Kyotoukai alone refuses to cooperate. Suspicion arises that the Kyotoukai's leader, Nishijima (Taro Suwa), might betray them and side with the Tenma-kai. Concerned by this possibility, Yamamoto (Matsuda Masaru), an executive of the Kyotoukai, turns to Enomoto (Yasukaze Motomiya), the Takeda Family's underboss assistant, for advice.
