Kui Sunao, also known as Moretsu Kamen, is an agent of the Education Bureau. At the request of the Education Bureau, she infiltrates a certain school. The school is rife with harsh discipline from educators against students. On her first day of infiltration, Sunao witnesses a female student being publicly taken down as a warning to others at a school assembly for breaking a school rule.
